In the areas of project scheduling and implementation, organization, and leadership, Scott is an expert with excellent client relationships. He has a long track record of success in negotiating with permitting and regulatory agencies on behalf of both public and private clients. Scott is a dynamic and highly motivated leader who delivers results by effectively coordinating and managing diverse, multidisciplinary teams.

In the role of Program Permit Manager, Scott manages permit acquisition and regulatory compliance for the $4.6 billion State Route 520 Bridge Replacement Program for the Washington State Department of Transportation (WSDOT). Scott developed the overall permit strategy and schedule, and also provided leadership and strategic planning for mitigation, Endangered Species Act, NEPA, SEPA, and natural resource field work and documentation.
For WSDOT’s Miller and Walker Creeks Basin Habitat and Stream Restoration Plan project, Scott served as Project Manager of a basin-wide restoration and stormwater management plan, including significant stream and habitat surveys throughout the Miller and Walker Creek systems. He developed the project schedule, administrative elements, and project components, as well as the strategy to deliver these items consistent with the underlying basin plan.
