Mitigation and Restoration

Chris’s natural science expertise has been applied to a wide variety of projects including transportation, residential, commercial, forestry, river engineering, and habitat restoration. He has developed a keen understanding of how to analyze impacts on the landscape from various land uses and construction methods and how to develop appropriate mitigation measures. Chris’s diverse experience has allowed him to refine his skills in communicating with a broad audience in both verbal and written forms. He possesses a superb ability to communicate technical information to lay audiences, technical experts, stakeholder groups, and regulatory authorities alike.

As the Endangered Species and Permitting Task Lead, Chris is managing Endangered Species Act Consultation for the I-5 to Medina portion of the $4.6 billion State Route 520 Bridge Replacement Program for the Washington State Department of Transportation (WSDOT). Co-located in the WSDOT offices, Chris plays a key role on a multidisciplinary team to facilitate the Endangered Species Act consultation and permitting process. Chris is also a valued advisor on the full spectrum of natural resource, mitigation, and environmental regulatory compliance issues on other portions of the SR 520 program.
As Senior Environmental Planner for Snohomish County Public Works, Chris was responsible for leading the natural resource studies to support regulatory compliance and permitting for several public works projects. The range of project types consisted of transportation infrastructure projects such as road improvements and bridges, surface water projects related to drainage infrastructure, river and landslide stabilization projects, and habitat restoration projects. This position required field delineation and study of natural resource features such as wetlands, streams, and geologically unstable areas, habitat and impact assessments, preparation of reports and permit submittal materials, and facilitation of projects through the environmental regulatory process. Chris served as the technical lead for wetland delineation and fisheries biology for the natural resources team, providing training and quality assurance for peers and junior team members. He also managed consultants and provided oversight on contract work.
